Slutsky Leonid Eduardovich has been the Deputy Head of the delegation of the Federal Assembly of the Russian Federation to the Parliamentary Assembly of the Council of Europe (PACE) since 2000. Until 2012 he was the coordinator of the deputy group for relations with the Parliament of the French Republic. Member of the Presidium of the Independent Association "Civil Society".
Leonid Slutsky prepared a number of reports in PACE: "On the activities of the International Committee of the Red Cross" (2002), "On Monaco's accession to the Council of Europe" (2004) – as a result, it was decided to admit the Principality of Monaco to the Council of Europe as the 46th state, "On termination of the monitoring procedure of the Principality of Monaco"– as a result, for the first time in the history of PACE, monitoring of Monaco was unanimously closed on 01.10.2009. In 2000-2005, Leonid Slutsky made dozens of official business trips to Chechnya, including accompanying PACE speakers on the situation in the Chechen Republic. He took an active part in the restoration of the economy and social sphere of the Chechen Republic in 2007. Leonid Slutsky was awarded the highest award of the Chechen Republic – the Kadyrov Order with the wording "For Exceptional Merits".
Leonid Slutsky took an active part in solving the problems of the Estonian Orthodox Church of the Moscow Patriarchate and in the return of property belonging to the Russian Orthodox Church in Estonia. He pays much attention to the situation of the Russian-speaking population in the Baltic States.
Leonid Slutsky has repeatedly spoken at environmental forums on environmental sustainability, ecosystem management, and conservation of biological diversity of nature. He is the Member of the working group under the President of the Russian Federation on the restoration of objects of cultural heritage of religious purpose, other religious buildings and structures (Decree of the President of the Russian Federation dated November 25, 2009 No. 781-rp), Member of the Council under the President of the Russian Federation on the Affairs of the Cossacks. He is the President of the International Public Foundation "Kronstadt Naval Cathedral in the Name of St. Nicholas the Wonderworker".

In April 2022, he was elected head of the LDPR fraction in the State Duma of the Russian Federation.
On May 27, 2022, Leonid Slutsky was elected leader of the LDPR Political Party – the Liberal Democratic Party of Russia (LDPR).
Leonid Slutsky was awarded the orders of the Russian Orthodox Church for active cooperation with the Russian Orthodox Church: the Order of the Holy Equal-to-the-Apostles Prince Vladimir Third Class (1996); the Order of St. Sergius of Radonezh Second (1999) and Third (2003) Classes; the First Class Order of St. Seraphim of Sarov (2012).
In 2006 Leonid Slutsky was awarded the highest award of France – the Order of the Legion of Honor for the development of parliamentary ties between Russia and France and active peace activities.
In November 2007, Leonid Slutsky was awarded the highest award of the Principality of Monaco – the Order of Grimaldi for his active contribution to the development of inter-parliamentary relations; in 2009 he received the award of the Republic of Azerbaijan – the Order of Friendship.
In December 2008, the President of the Russian Federation awarded L.E. Slutsky the Order of Friendship for his merits in strengthening international cooperation, rapprochement and mutual enrichment of cultures.
By the Decree of the President of the Russian Federation dated May 3, 2012, Leonid Slutsky was awarded the Order of Honor for his great contribution to the implementation of measures to restore the Kronstadt Naval Cathedral in the name of St. Nicholas the Wonderworker.
In 2015 Leonid Slutsky was awarded the Order "For Loyalty to Duty" – for patriotism, active social and political activity, personal contribution to strengthening unity, development and prosperity of the Crimea.
In March 2016, by the decree of the President of the Russian Federation, L.E. Slutsky was awarded the Order of Alexander Nevsky. In June 2016, he was awarded the Order of Honor, the State award of the Republic of Belarus.
Leonid Slutsky uses his personal funds to provide charitable assistance to the Krasnodar Icon Painting Workshop for disabled children, orphans, veterans, large families and others as well as provides financial assistance in the implementation of charitable programs and projects of the Peace Foundation. He regularly allocates personal funds for the restoration of Orthodox churches and the Kronstadt Naval Cathedral.
For his peacemaking and charitable activities, L.Slutsky was awarded the highest award of the Russian Federation – the Gold Medal "For Peacemaking and Charitable Activities".
In December 2017, by the order of the Chairman of the Government of the Russian Federation, L.E. Slutsky was awarded the Stolypin Medal Second Class "For merits in legislative activity aimed at solving strategic tasks of socio-economic development of the country".
On December 22, 2017, Leonid Slutsky was awarded the Commendation from the President of the Russian Federation "For active legislative activity and many years of conscientious work."
On March 23, 2021, Leonid Slutsky was awarded the Order of Merit for the Fatherland Fourth Class "For his great contribution to the development of parliamentarism, active legislative activity and many years of conscientious work."
On July 5, 2022, Leonid Slutsky was awarded the diplomatic rank of Ambassador Extraordinary and Plenipotentiary of the Russian Federation.
On May 23, 2023, Leonid Slutsky was awarded the Order of Merit for the Fatherland Third Class.
On November 29, 2023, Leonid Slutsky was awardedthe Commendation from the Chairman of the State Duma of the Federal Assembly of the Russian Federation for his contribution to strengthening interparliamentary relations with Latin American countries.
